BIOGRAPHY

 

I am an enthusiastic advocate of the power of IP to stimulate innovation and the economic and social development of countries. As CEO of the Canadian Intellectual Property Office from 2015 to 2020, I spearheaded new programs to help innovative Canadian companies better leverage their IP assets. During my mandate, I worked tirelessly to make Canada a full player in the global IP system, through the implementation of five international treaties, including the Madrid Protocol, the Hague Agreement and the Patent Law Treaty.
From 2021 to 2023, I was Senior Policy Advisor at the World Intellectual Property Organization (WIPO) in Geneva, where I advised Governments of our Member-States on the development of their IP and innovation policies and strategies. I also led and co-led two important studies, Intellectual Property in Business Schools: A Global Perspective, published in 2023, and Models of Intellectual Property Governance and Administration, published in 2024.

Prior to my life in IP, I was an executive in the federal public service for 20 years, notably serving as Assistant Deputy Minister in three federal departments, with broad expertise in public policy development, program management and service delivery, corporate services and business transformation.

Currently, I am an innovation policy consultant and accredited corporate director (ICD.D), and enjoy contributing to FORPIQ as a Board Member to help advance the Quebec and Canadian innovation ecosystem.
